Human Rights Instruments:

Of 15 major international legal instruments adopted by intergovernmental bodies to the United Nations system relating to the human rights of youth, the Government of Ecuador has ratified or acceded to the following ten: Medical Examination of Young Persons: Industry (ILO/1946); Medical Examination of Young Persons: Non-Industrial Occupations (ILO/1946); Suppression of the Traffic in Persons and of the Exploitation of the Prostitution of Others (UN/1949); Maternity Protection (ILO/1952); Abolition of Slavery, the Slave Trade and Institutions and Practices Similar to Slavery (UN/1956); Discrimination in Education (UNESCO/1960); Medical Examination of Young Persons: Underground Work (ILO/1965); Civil and Political Rights (UN/1966); Economic, Social and Cultural Rights (UN/1966); and Vocational Guidance and Vocational Training: Human Resources Development (ILO/1975).


National Youth Policy

Within the government, the Ministry for Social Affairs coordinates the national youth policy of Ecuador together with other youth serving ministries. CEDC programme initiated by the government is a public policy plan for children and adolescents focused on the promotion of the rights of children and adolescents. A specific agendum under this programme is to address the main problem of children and adolescents child labor estimated approximately about 800,000 between the ages of 10-18 years of this 80% who do not attend school. About 29.5% of this category work for more than 41hours a week and 44.5% more than 30 hours a week. The Municipality of Tena donated a four-hectare plot for young people's project for the conservation of Amozonian resources, which is called "Amazon Park".


National Youth and Student Coordinating Bodies:

There are some national youth coordinating bodies in Ecuador. The National Youth Assembly (Assamblea Nacional por los Derechos de los Jovenes) has gathered over 140 youth organizations from all across Ecuador to discuss youth issues and offer their concrete proposals to government authorities. Another organization, the International Youth House (Casa Internacional de la Juventud), has an objective of acting in the fields of development, peace, education, cultural activities, ecology, education against drug addiction and international cooperation.

One of the NGOs, Ecuadorian Center for Training of Street Educators (CECAFEC), undertook a project entitled "Preventive education for children especially difficult circumstances (ECU/837)", which took place from May 1994 to December 1997. Recent local studies estimate the number of drug abusers in Ecuador at 400,000, of which some 30,000 need specialized treatment. The highest prevalence is found among youth between 17 and 25 years of age, although First-ever drug consumption starts much earlier. The group mostly at risk includes the so-called "children in especially difficult circumstances (CEDC)". In Ecuador there are 100,000 children between 6 and 17 years of age, working in the informal sectors. Further, there are 5,000 institutionalized children and 5,550 "street children" in Quito and Guayaquil alone. The project will use the nationwide reach and expertise of the NGO CECAFEC to implement drug abuse prevention programmes throughout the country for the benefit of CEDC at two levels: (a) training of 500 street educators for drug abuse prevention and basic counseling, and (b) incorporation of drug prevention into programmes of some 67 government agencies and NGOs working with CEDC in 12 Ecuadorian cities. The project will reach some 15,000 children at risk in Ecuador. The total budget was US$ 383,000.

United Nations System Projects on Youth:

UNESCO had undertaken a project entitled "international programme of education against drug abuse (IPED) - phase I (RLA/736)", which lasted from October 1992 to December 1996. The project is the preparatory phase of a broader UNESCO/UNDCP preventive education programme in the Andean region (total budget of US$ 1.4 million), aimed at reducing demand for drugs and at promoting regional cooperation and coordination. The project covers five countries: Bolivia, Colombia, Ecuador, Peru and Venezuela. The preparatory phase consists of the initial review and preparation of preventive education activities and the identification of pr priorities and development of an action plan for in-school and out-of-school populations. The exercise will serve as the basis for the design of national and/or sub-regionai project proposals in the field of educational drug prevention.

There are several projects of the UN system which have components concerned with youth in Ecuador in such sectors as: agriculture, education, environment, health, population and social development. Executing agencies of such projects are: UNOPS, IBRD and UNCHS. One example of such a project is in the social development sector. UNDP allocated US$473,700 for projects in 1995-1996 in Ecuador concerned with the promotion of a programme of human rights education and community action for human settlements. Those activities included a component on the role of youth in those human rights education programmes and in the community action for human settlements in Ecuador
