National Youth and Student Coordinating Bodies


There are some national youth coordinating bodies in Ecuador. The National Youth Assembly (Assamblea Nacional por los Derechos de los Jovenes) has gathered over 140 youth organizations from all across Ecuador to discuss youth issues and offer their concrete proposals to government authorities. Another organization, the International Youth House (Casa Internacional de la Juventud), has an objective of acting in the fields of development, peace, education, cultural activities, ecology, education against drug addiction and international cooperation.

One of the NGOs, Ecuadorian Center for Training of Street Educators (CECAFEC), undertook a project entitled "Preventive education for children especially difficult circumstances (ECU/837)", which took place from May 1994 to December 1997. Recent local studies estimate the number of drug abusers in Ecuador at 400,000, of which some 30,000 need specialized treatment. The highest prevalence is found among youth between 17 and 25 years of age, although First-ever drug consumption starts much earlier. The group mostly at risk includes the so-called "children in especially difficult circumstances (CEDC)". In Ecuador there are 100,000 children between 6 and 17 years of age, working in the informal sectors. Further, there are 5,000 institutionalized children and 5,550 "street children" in Quito and Guayaquil alone. The project will use the nationwide reach and expertise of the NGO CECAFEC to implement drug abuse prevention programmes throughout the country for the benefit of CEDC at two levels: (a) training of 500 street educators for drug abuse prevention and basic counseling, and (b) incorporation of drug prevention into programmes of some 67 government agencies and NGOs working with CEDC in 12 Ecuadorian cities. The project will reach some 15,000 children at risk in Ecuador. The total budget was US$ 383,000.
