1. Election of officers

The General Assembly, in its resolution 52/25 of 26 November 1997, by paragraph 51, decided to establish the Preparatory Committee for the Special Session of the General Assembly on the Implementation of the Outcome of the World Summit for Social Development and Further Initiatives, as a committee of the Assembly. Accordingly, the proceedings of the Preparatory Committee are governed by the rules relating to the procedure of committees of the Assembly (see rule 161 on the establishment and rules of procedure of subsidiary organs of the Assembly).

In paragraph 52 of the same resolution, the General Assembly also decided that, at its organizational session, the Preparatory Committee would decide, inter alia, on the programme and organization of its work, including the election of its Bureau. On the basis of past practice and with due regard to equitable geographical representation, the Committee may wish to elect a Chairman and four Vice-Chairmen, one of whom would serve as Rapporteur, and decide that the serving Chairman of the Commission for Social Development in each year shall serve as ex officio member of the Bureau.

2. Adoption of the agenda and other organizational matters

The provisional agenda for the organizational session of the Preparatory Committee has been drawn up on the basis of General Assembly resolution 52/25.

3. Preparations for the special session

In paragraph 52 of its resolution 52/25, the General Assembly decided that, at its organizational session, the Preparatory Committee would consider and decide on the process to be followed to achieve the purpose of the special session with respect to an overall review and appraisal of the implementation of the outcome of the Summit, and the consideration of further actions and initiatives and that, in that context, the Preparatory Committee would decide, inter alia, on the programme and organization of its work, including issues such as documentation, national contributions and input from the United Nations system, the election of its Bureau, the participation of non-governmental organizations, the dates for the special session and other organizational issues.

The General Assembly, in the same resolution, also reaffirmed that the Preparatory Committee would initiate its substantive activities in 1999 on the basis of input by the Commission for Social Development and the Economic and Social Council, and that account would be taken of contributions by all relevant organs and specialized agencies of the United Nations system.

4. Participation of non-governmental organizations

In paragraph 28 of its resolution 52/25, the General Assembly reaffirmed the need for effective partnership and cooperation between Governments and the relevant actors of civil society, the social partners, the major groups as defined in Agenda 21, including non-governmental organizations and the private sector, in the implementation of and follow-up to the Copenhagen Declaration on Social Development and Programme of Action of the World Summit for Social Development, and for ensuring their involvement in the planning, elaboration, implementation and evaluation of social policies at the national level. The modalities for participation of non-governmental organizations at sessions of the Preparatory Committee and the special session and their contribution will be decided by the Preparatory Committee at its organizational session.

5. Arrangements for future sessions of the Preparatory Committee

The Committee, at its present session, will have to consider and decide on possible dates for its substantive sessions in the years 1999 and 2000, and on the dates of the special session itself in the year 2000.
