Structure of the Regional Seminar/Workshop

The three regional workshops on Accessible ICT for Persons with Disabilities shared the same programme structure.

Introductory session on Accessible ICTEach 3-day live-in workshop trains 25 to 30 webmasters and representatives from government offices, non-governmental organizations and universities, colleges or training institutions.

Each participant must come prepared with the situation of technology and accessibility in their organization. Webmasters are also required to take copies of their websites with them to the workshop as part of a web accessibility exercise.

Participants were expected to arrive the day before the start of the workshop, which is called "Day 0". Following is the general structure of the programme:

Day 0, Arrival

After dinner at the hotel/venue, participants get to know each other and the content and expectations of the workshop.

Day 1, ICT Accessibility Concepts

Organizers and invited guests provide their welcoming messages in an Opening Program. This is followed by a situation analysis of ICT in the Philippines, provided by NCC, and a situation analysis of disability in the Philippines, provided by NCWDP. The rest of the day is spent in technical sessions introducing Accessible ICT, Web Accessibility and Site Design and Planning. In most cases, participant could begin planning their web site redesigns in the evening.

Day 2, Building Accessible Web Sites

Participants spend their morning in technical sessions regarding Universal Design, Usability, and Accessible Media. They also have two workshops on site design and making their own websites accessible. The late afternoon is normally spent in a field visit or tour, and the evening is spent by groups or individuals on their action plans and mock-up accessible web pages.

Day 3, Applying the Skills

After a short session on eCommerce, participants take the lead. They present: (a) selected mock-up web pages that are made accessible, and (b) action plans. After lunch is the closing of the workshop, including closing remarks, presentation of certificates and a statement of commitment.

Methodology

Day 1 activities are mostly presentations with minor interactivity. Days 0 and 2 are highly interactive sessions and new contacts and friendships are made. The final day is dominated by the participants themselves as they present their mock-up web pages and action plans and engage in discussion.

Goals of the Workshops:

General:

To give persons with disabilities (PWDs) full access to programs and services of GOs and NGOs through accessible ICT.

Specific:

  1. To train webmasters and their equivalents from concerned GOs, NGOs and POs in creating websites accessible to PWDs.
  2. To create and sustain a high-impact network of “accessible ICT advocates” in the Philippines.
  3. To boost economic opportunities of and for PWDs through E-Commerce.
