Memorandum of Understanding

The Memorandum of Understanding was signed on December 12, 2005. The following is an unofficial draft.

MEMORANDUM OF UNDERSTANDING

BE IT KNOWN UNTO ALL MEN BY THESE PRESENTS

This MEMORANDUM OF UNDERSTANDING made and entered into by and between:

The NATIONAL COUNCIL FOR THE WELFARE OF DISABLED PERSONS (NCWDP) and DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD), both government entities with office and postal address at Ground Floor, SRA Main Building North Avenue, Diliman,Quezon City and Batasan Pambansa Complex Constitution Hills, Quezon City represented herein by its Chairman and Secretary, Secretary LUALHATI F. PABLO and hereinafter referred to as the FIRST PARTY.

The COMMISSION ON INFORMATION AND COMMUNICATION TECHNOLOGY (CICT), a government entity with office and postal address at Carlos P. Garcia Avenue, University of the Philippines, Diliman Quezon City represented herein by its Commissioner, VIRGILIO DE LA PEÑA and hereinafter referred to as the SECOND PARTY.

WITNESSETH THAT:

WHEREAS, the CICT is the policy and coordinating agency on all concerns related to Information and Communication Technology (ICT) in the country.

WHEREAS, the NCWDP is the policy and coordinating body on all matters concerning persons with disabilities in the country.

WHEREAS, NCWDP and NCC-CICT are both signatories to the Manila Declaration on Accessible ICT and Manila Accessible ICT Design Recommendations.

WHEREAS, accessibility of Information Communication Technology to Persons with Disabilities is a major issue that needs to be resolved to ensure their full participation and equality of rights and opportunities.

WHEREAS, there is a need for the two agencies to strengthen collaboration in order to strengthen policy formulation and implementation of ICT programs and services for Persons with Disabilities in the country.

WHEREAS, the Parties involved believed that such collaboration would enhance and expedite the realization of an accessible ICT for all.

NOW, THEREFORE for and in consideration of the foregoing premises and for mutual consent on the undertaking yet forth, the parties hereto have mutually understand and do hereby agreed as follows:

1. That the FIRST PARTY (NCWDP) shall:

  1. Initiate the piloting of National and Regional Web-Accessibility Workshops for Webmasters in both public and private organizations.
  2. Document Proceedings and outcome documents of accessibility workshops to serve as guide in framing up of accessible ICT polices and regulations.
  3. Create relevant polices to support accessible ICT for persons with disabilities.
  4. Provide technical assistance on disability concerns related to accessible ICT
  5. Advocate adoption of an accessible ICT for all in all government and private institutions.

2. That the SECOND PARTY (CICT-NCC) shall

  1. Issue relevant policies on website accessibility for Persons with Disabilities and lead the creation of an environment for an Accessible ICT for all.
  2. Create the Philippine Web Accessibility standards to serve as guide in the creation of Accessible Web pages for persons with disabilities
  3. Lead and set as a model in the integration of web-accessibility designs and considerations in the regular training program for web developers and related courses.
  4. Enforce, monitor and evaluate compliance of government and private institutions in the adoption of web accessibility standards for Persons with Disabilities

IN WITNESS HEREOF, the parties have affixed their respective signatures on the 12th day of December 2005.
